The Québec Ombudsman may decide to conduct investigations into major issues on its own initiative. Our interventions have a collective scope. Often they make it possible to correct problems that affect several people or groups of people and to prevent recurrence.
Every year in Québec, more than 21,000 elderly people need a place in a public residential resource. The Protecteur du citoyen investigated the rules and practices surrounding access to permanent residential resources. On October 28, 2021, it released a special report on the subject.
As part of an investigation into the first wave of COVID-19 in CHSLDs, the Protecteur du citoyen has published a Progress Report that gives the floor to those who experienced the crisis firsthand.

On March 21, 2018, the Protecteur du citoyen released a special investigation report on the consequences of the increase in intermittent sentences in Québec correctional facilities.
On December 19, 2017, the Protecteur du citoyen released an opinion on the necessity of eliminating any prescription period (period after which a person may no longer institute proceedings) for civil actions in case of sexual assault, violence suffered during childhood, or violence by a spouse or an ex-spouse.
