Reaction to Bill 37
On February 6, 2024, Ombudsperson Marc-André Dowd commented on Bill 37 (Act respecting the Commissioner for Children’s Well-Being and Rights) before a parliamentary committee.
The Québec Ombudsman analyzes bills before they are voted on at the National Assembly of Québec. The same applies to draft regulations before they are passed by the government.

In a letter to the Minister Responsible for Seniors, Ombudsperson Marc-André Dowd commented on the draft Regulation to amend the Regulation respecting the certification of private seniors’ residences.
In a letter to the Committee on Institutions, the Protecteur du citoyen reacted to Bill 32 – Act to establish the cultural safety approach within the health and social services network.
In a letter to the Committee on Culture and Education, the Protecteur du citoyen reacted to Bill 23 – Act to amend mainly the Education Act and to enact the Act respecting the Institut national d’excellence en éducation.
On May 31, 2023, Ombudsperson Marc-André Dowd presented a brief to the Committee on Public Finance. The brief is an update of the Protecteur du citoyen’s recommendations concerning the Act to facilitate the disclosure of wrongdoings relating to public bodies in 2019.
On May 23, 2023, Ombudsperson Marc-André Dowd tabled a brief with the Committee on Health and Social Services. The topic was Bill 15, Act to make the health and social services system more effective.
The Protecteur du citoyen examined the draft regulations within the purview of the Ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs. In a letter to the Minister, the Ombudsperson commented on the proposed amendments to certain environmental regulations.
In a brief to the Committee on Institutions, Ombudsperson Marc-André Dowd commented on Bill 14 – Act to amend various provisions relating to public security and to enact the Act to assist in locating missing persons.
On February 7, 2023, Ombudsperson Marc-André Dowd commented on Bill 3, Act respecting health and social services information and amending various legislative provisions before the Committee on Public Finances.
In a letter to the Minister of Public Security, Ombudsperson Marc-André Dowd commented on the draft Regulation respecting the financial assistance that may be granted to members of a deceased person’s family to cover expenses incurred for legal assistance and representation during certain inquests by a coroner.
