Ombudsperson Marc-André Dowd spoke to the Committee on Public Finances on February 7, 2023. He commented on Bill 3, Act respecting health and social services information and amending various legislative provisions.
Mr. Dowd applauded the will to introduce a new model for managing health and social services information.
Focusing on the Protecteur du citoyen's specific mandates and priorities, he made five recommendations to the Commission aimed at the following in particular:
- Giving the family of a deceased person access to health and social services information, under certain conditions;
- Ensuring that when a service user files a complaint with it, the Protecteur du citoyen has easy access to the person's complaint record held by the institution;
- Applying the strictest confidentiality rules to all complaint records handled by the Protecteur du citoyen.
