On November 16, 2023, Ombudsperson Marc-André Dowd sent a letter to the Minister Responsible for Seniors, Sonia Bélanger. In it he commented on the draft Regulation respecting the certification of private seniors’ residences.
The Ombudsperson endorses any measure to ensure residents’ safety and the quality of the services residents receive. As a result, Mr. Dowd is pleased with the clarifications about installing security devices at the doors of the buildings. In another vein, he insisted on the importance of quality training for personal assistance service care attendants and of the support to provide to the residences for continuing education.
The Ombudsperson made five recommendations to the Minister aimed at:
- Making it mandatory for all care attendants who have not completed the required training at the time of hiring to register for it;
- Providing for partnerships for continuing education in care and prevention for all care attendants;
- Always keeping security devices on so that residents at risk for wandering cannot leave the residence without the staff knowing.
