Investigation results

For each complaint it receives, the Québec Ombudsman determines whether the complaint is admissible, and if it is, whether it will investigate. When the investigation is over, and the finding is that error or injustice occurred, we send our recommendations to the competent authorities so that the problem or situation brought to light can be corrected. Here are some real-life cases that show how our investigations were carried out and the resulting recommendations.

  1. February 18 2019

    A person with a disability who lived in a CHSLD requested material adapted to his or her condition. Three years later, the resident still had not gotten anything, so the person asked the Québec Ombudsman for help.

    A detainee requested nicotine replacement therapy (NRT). Feeling that his request had been refused for an unfounded reason, he turned to the Québec Ombudsman.

    Unwittingly, a user swallowed medication she had refused the day before when it was administered with other pills. She complained to the Québec Ombudsman.

    A citizen tried to reach his Direction de l’indemnisation des victimes d’actes criminels (IVAC) agent. When he did not hear back after several tries, he complained to the Québec Ombudsman.

    A citizen tried to get help finding a family doctor. Services Québec gave him inaccurate information. Feeling that he had been misinformed, he complained to the Québec Ombudsman.

  6. January 14 2019

    In a hospital, a user had a mattress that was adapted to his condition. When he was transferred to another care unit, he was deprived of the mattress for several days. His spouse complained to the Québec Ombudsman.

  7. January 7 2019

    A person applied to Retraite Québec for a surviving spouse’s pension. In handling the application, the agency asked certain witnesses in the person’s environment insensitive questions. The applicant complained to the Québec Ombudsman.

  8. December 17 2018

    An elderly person was taken to hospital after falling. After surgery, she fell again. Her condition declined and she died not long afterwards. A family member complained to the Québec Ombudsman.

  9. December 10 2018

    A citizen’s residence was flooded during the spring thaw. An appraiser mandated by the Ministère de la Sécurité publique was dispatched to assess the damage. Several months later, the citizen had not gotten any feedback. He complained to the Québec Ombudsman.

  10. December 3 2018

    A man was found dead in a boarding house a few days after he died. Noting that several vulnerable people were living there, the Québec Ombudsman decided to investigate.
