Intervention report concerning quotas on incontinence products
The Protecteur du citoyen conducted an investigation into allegations of quotas on incontinence briefs in residential and long-term care centres (CHSLDs).
For each disclosure or report it receives, the Québec Ombudsman determines whether or not it can investigate. At the end of an investigation, if we see that wrongdoing has occurred, we make recommendations. We make them to the responsible authorities so that the situation is corrected or the problem is denounced. Here are investigation conclusions that show how our interventions are carried out.

The Protecteur du citoyen received a report denouncing deficiencies in the care and services offered to Centre intégré de santé et de services sociaux de la Gaspésie users. The investigation it conducted concerned residential and long-term care centres as well as hospitals and CLSCs in the region.
Situations of violation of users' rights and of deficient service and care quality at Institut universitaire en santé mentale de Montréal were reported to the Protecteur du citoyen.
The Protecteur du citoyen received a report concerning violation of the rights of users hospitalized on units 4C and 4D of Centre hospitalier régional de Lanaudière.
Within the context of an investigation concerning Institut Philippe-Pinel de Montréal, on its own initiative the Protecteur du citoyen examined the question of locking the doors of patients’ rooms at night.
