    The Québec Ombudsman has examined the draft regulation of the Ministère de la Famille which seeks, among other objectives, to strengthen the measures designed to protect the health and safety of children who attend the network of educational childcare services.

    While saluting the objectives of the reform of the Code of Civil Procedure, particularly the improvement of access to the justice system, the Québec Ombudsman recalls that recourse to the courts is not accessible to the majority of citizens, especially the most vulnerable.

    Daniel Jacoby, who served as Québec Ombudsman from 1987 to 2001, passed away on September 3.
    "He made a major contribution to the promotion of fairness and justice for citizens in the public services", declared the Ombudsperson, Raymonde Saint-Germain.
    "He cared deeply about issues that are still making headlines today, such as accountability of public services, the status of vulnerable individuals and the right to die with dignity", she emphasized.

    In May 2013, the Québec National Assembly adopted the Act to amend the Police Act as concerns independent investigations.

    Following amendments to the Act respecting health services and social services, which came into force on June 14 of this year, participants in medical research can now benefit from the complaint examination process.
    The Québec Ombudsman therefore has the power, in second instance, to receive and deal with the complaints of participants in research projects, and those of their heirs or legal representatives.
