Make a complaint
Yes. We handle complaints concerning the Commission des normes, de l'équité, de la santé et de la sécurité du travail.
Note that the Protecteur du citoyen cannot have a court or tribunal decision modified or overturned:
- administrative tribunals (Tribunal administratif du Travail, Tribunal administratif du Québec, etc.);
- courts of justice (Municipal Courts, Court of Québec, Superior Court, etc.).
However, we can handle your complaint if it concerns the administrative functions of these bodies (service quality, wait times, etc.).

It depends on the information you request. Certain restrictions on the right of access provided for in the Act respecting Access to documents held by public bodies and the Protection of personal information or the laws applicable to the Protecteur du citoyen may limit the information that can be disclosed to you.

Denounce a reprehensible act
The Protecteur du citoyen cannot handle disclosures that are not within the public interest (for example, a personal conflict). The same holds true if the alleged wrongdoing:
- Is brought before a court, whether a judicial tribunal (Cour du Québec, Cour supérieure, etc.) or an administrative tribunal (Tribunal administratif du Travail, Tribunal administratif du Québec, etc.), or if a decision has been handed down;
- Has been committed by an elected municipal official and constitutes a breach of the code of ethics and professional conduct;
- Has been committed within a private company and does not involve a public body;
- Breaches the rules governing tenders for public contracts.

Mediation must take place within 30 days of the mediator being appointed, unless the parties agree otherwise.
