
A citizen files a complaint against the Commission de protection du territoire agricole du Québec for refusing to reimburse her.
She received an important email from the Commission concerning an application she had submitted. Among other things, the email contained a link to a form. Thinking that she had to fill it out, she went ahead and paid the associated fees.
Shortly thereafter, the citizen found out that the form was not necessary to process her application. She quickly contacted the Commission. The latter agreed to ignore the document, but refused to make any reimbursement.
Following the intervention of the Protecteur du citoyen, the Commission reimbursed the citizen. It has also undertaken to review how it handles reimbursement requests, in particular to avoid systematic refusals.
