Bill 67 concerning various municipal and housing issues

On February 1, 2021, Québec Ombudsperson Marie Rinfret sent a letter to the Chair of the Committee on Planning and the Public Domain, Marc Tanguay. 

In the letter, the Ombudsperson applauds the new wording of section 100 of Bill 67, Act to establish a new development regime for the flood zones of lakes and watercourses, to temporarily grant municipalities powers enabling them to respond to certain needs and to amend various provisions. Ms. Rinfret feels that if the Bill is passed as amended, access to recourse for some legal cases through the Administrative Housing Tribunal (formerly the Régie du logement) would improve. Under certain conditions, the new wording would make it easier for the tenants of a same private seniors’ residence to exercise this recourse. 

As the Ombudsperson sees it, overall, the Bill would prevent and correct some of the shortcomings exposed in her special report entitled Private seniors’ residences: more than just rental businesses.
