The Québec Ombudsman is called on to give its opinion and make recommendations on bills before they are voted on in the National Assembly of Québec and on draft regulations before their passage by the government.
In a letter to the Committee on Culture and Education, the Québec Ombudsman commented on Bill 144 – Act to amend the Education Act and other legislative provisions concerning mainly free educational services and compulsory school attendance.
The Québec Ombudsman subscribes to the various objectives of the bill. In a letter to the Committee on Institutions, it nonetheless recommended an amendment to specify the type of identification that Québec police officers must carry in their relations with the public.
In a letter to Hélène David, Minister responsible for Higher Education, the Québec Ombudsman conveyed its comments on the draft Regulation to amend the Regulation respecting financial assistance for education expenses.
In a letter to the Committee on Health and Social Services, the Québec Ombudsman made an additional recommendation on Bill 130 – Act to amend certain provisions regarding the clinical organization and management of health and social services institutions.
In a letter to the president of the Office des professions du Québec, the Québec Ombudsman made three recommendations concerning the processing of complaints regarding members of disciplinary councils other than chairs.
In a letter to the Committee on Health and Social Services, the Québec Ombudsman commented on two aspects of Bill 130—the complaint examination system and the role of institutions in cases of confinement.
