Reaction to Bill 85

In a letter sent to the Committee on Planning and the Public Domain on March 10, 2021, Québec Ombudsperson Marie Rinfret commented on Bill 85, Act to facilitate the conduct of the 7 November 2021 municipal general election in the context of the COVID-19 pandemic.

Her comments concern the possibility for the Chief Electoral Officer to amend the regulations of the Act respecting elections and referendums in municipalities to allow certain people to mail in their ballots for the municipal general election on November 7, 2021. Currently, this provision does not cover detainees. Ms. Rinfret feels that they too should be able to vote by mail. She made a recommendation to that effect to the Committee on Planning and the Public Domain.
