The Protecteur du citoyen received three reports concerning Les résidences du Chemin du Roy, a group of five private seniors’ residences, namely, Béthanie, Notre-Dame, Cénacle, Yamachiche and Villa Soleil. They are located on the territory of Centre intégré universitaire de santé et de services sociaux (CIUSSS) de la Mauricie-et-du-Centre-du-Québec.
The allegations pointed to various failings that, among other things, jeopardized the safety of the residents. The Protecteur du citoyen decided to intervene.
Findings
The investigation showed that there were numerous problems. Les Résidences du Chemin du Roy admits people with clearly defined clinical profiles. People with wandering behaviour or major cognitive losses should not be accepted as residents. However, people who did not fit into the pre-established profile categories lived there anyway. As a result, the care and services provided were not adapted to their condition, and their safety was severely compromised.
Shortcomings were observed concerning:
- Nursing care, notably because it was not always offered continuously or on schedule;
- Medication management;
- Disrespect by a person in authority;
- Operator recalcitrant in follow-up with the CIUSSS.
When the investigation was completed, the Protecteur du citoyen made three recommendations to CIUSSS de la Mauricie-et-du-Centre-du-Québec, which accepted all of them. The Protecteur du citoyen will keep an eye on their implementation.
