How to make a complaint?

Our services are free and the information you provide remains confidential. Refer to the section Handling of your complaint for more information.

Filing a complaint in only three steps:

  1. Before approaching the Québec Ombudsman about a complaint, make sure that you are at the right place.

    The Québec Ombudsman only handles complaints regarding departments and agencies of the Government of Québec and institutions within the health and social services network (at the second level of recourse in the latter case).

  2. Make sure that the information and documents needed for handling your file are handy.

If you cannot file a complaint yourself...

A family member, a friend or an organization can do it for you if you fill out the Power of Attorney form (PDF, 124 Ko) .

To make a disclosure:

You want to disclose a wrongdoing committed within or concerning a public body ?

If you have witnessed such an act or have information suggesting that a wrongdoing has been or is about to be committed, make a disclosure to our branch on public integrity disclosure investigations (Direction des enquêtes sur les divulgations en matière d’intégrité publique).
