Access to legal advice
Yes. The Protecteur du citoyen may grant you financial assistance to reimburse your legal counsel costs. (This excludes legal representation costs.)
To find out whether you qualify for assistance, you must request it from the Protecteur du citoyen. We will then determine whether your situation warrants financial assistance.
As a rule, when a request is admissible, the Protecteur du citoyen authorizes assistance for three hours of legal counsel.
Yes. Access to legal advice is available if you feel that you have suffered reprisal after speaking out against wrongdoing in good faith or cooperating in an audit or investigation.

To find out if you qualify for it, you must make a request to the Protecteur du citoyen.
The Protecteur du citoyen may grant financial assistance for obtaining legal services to anyone who:
- discloses or wants to disclose wrongdoing;
- cooperates in an audit or investigation stemming from a disclosure; or
- who feels they have suffered reprisal for the same reasons. This is not the case if the reprisal is a prohibited practice within the meaning of the Act respecting labour standards.
The Protecteur du citoyen can also provide access to legal advice to anyone who:
- conveys information to the Autorité des marchés publics or the Commission municipale du Québec;
- cooperates in an audit in such a context or believes they have suffered reprisal.
