A man files a complaint against a CLSC that refuses to grant an allowance promoting independence at home to his spouse and caregiver.

The man is seriously ill, and his condition is progressively getting worse. His spouse has to provide him with more and more assistance, day and night. The man is worried about her because she also has to work during the day, which could lead to exhaustion. The allowance would enable her to reduce her working hours.

The CLSC determined that the couple did not meet the criteria for the requested allowance. However, according to the Protecteur du citoyen, their request was legitimate and reasonable. Based on the guidelines of the Ministère de la Santé et des Services sociaux, the allowance should have been granted to them.

After lengthy discussions, the institution agreed to pay the allowance.
