On May 31, 2024, Ombudsperson Marc-André Dowd sent a letter to the Minister of Public Security, François Bonnardel. In it he commented on the draft Regulation to amend the Regulation under the Act respecting the Québec correctional system.
Mr. Dowd applauded the proposal to add body scan searches as a much less intrusive method than other kinds of searches in correctional settings.
To improve the draft regulation, he made two recommendations to the Minister. Their main purpose was to ensure detainees that:
- they are safe and their basic rights are upheld, notably by supervising the use of isolation in correctional settings;
- the correspondence they share with the Protecteur du citoyen is confidential.
