On November 25, 2021, Québec Ombudsperson Marie Rinfret sent the Committee on Citizen Relations a brief on Bill 1 – Act to amend the Educational Childcare Act to improve access to the educational childcare services network and complete its development.
The purpose of the Bill is to develop the educational childcare services network to respond to parents’ needs. Ms. Rinfret considers that it proposes sound gains but could stand improving in certain ways. She feels that:
- Families’ needs and available places must be assessed regularly based on territories;
- The Ministère de la Famille must see to compliance with the admission policies for early childhood centres (CPEs) and subsidized daycares;
- Problems and inequalities must be rectified, such as those experienced by the parents of children with disabilities or special needs.
The Québec Ombudsperson made 10 recommendations to the Committee on Citizen Relations.
