Intervention at Centre intégré de santé et de services sociaux de la Montérégie-Centre

The Protecteur du citoyen intervened on its own initiative concerning a situation profiled in the media. After being on the GAMF waiting list for years, the woman was assigned a physician on the territory of Centre intégré de santé et de services sociaux (CISSS) de la Montérégie-Centre. However, after a single appointment, her registration was cancelled. As a result, she found herself at the bottom of the GAMF waiting list again.

Findings

When someone is assigned a family doctor, the first appointment officializes registration. The person’s name disappears from the GAMF waiting list. If the physician ends his or her participation in the public plan, the person must start the whole GAMF registration process all over again, even if medical management was short-lived. The person’s is considered registered on the date of the   new application, and not on the date of the initial registration. 

Considering this situation unreasonable, the Protecteur du citoyen made three recommendations to the Ministère de la Santé et des Services sociaux and one to the CISSS. All of them were accepted.
