On November 6, 2025, Ombudsperson Marc-André Dowd published a situation report on the implementation of the calls for action of the Public Inquiry Commission on relations between Indigenous Peoples and certain public services in Québec: listening, reconciliation and progress (CERP in French).

The Protecteur du citoyen presents its findings regarding First Nations and Inuit rights in public services around four themes: cultural safety, linguistic rights, overall issues, self-determination and reconciliation.

This situation report offers a qualitative analysis of the implementation of 129 calls for action based on answers provided by the government departments and agencies covered by the CERP. It was produced in co-construction with the Advisory Circle, composed of representatives of First Nations and Inuit organizations.

“There are still serious concerns regarding the respect for First Nations and Inuit rights in Québec public services. Moreover, the current context of budget restrictions and the non-renewal of certain funding compromise several gains and even risk resulting in setbacks,” Marc-André Dowd declared.

The Protecteur du citoyen makes four recommendations to support the continuity of government action.

Since 2021, the Protecteur du citoyen ensures the follow-up of all the calls for action of the CERP). It published its First Follow-up Report in 2023.
