On December 2, 2025, the Protecteur du citoyen sent a letter to the Commission des finances publiques. It comments on Bill 7 – An Act to reduce bureaucracy, increase state efficiency and reinforce the accountability of senior public servants.

Complaints related to pre-hospital emergency services

The bill states that Urgences-santé will no longer handle complaints about its services. This means that the Act respecting the Health and Social Services Ombudsman will be amended accordingly.

In this regard, the Protecteur du citoyen believes that certain clarifications must remain in the Act.  This is to ensure the proper understanding of the second-resort complaint handling process for pre-hospital emergency services. A recommendation is being drafted in this regard.

End of the Institut national de santé publique du Québec (INSPQ)

If the bill is passed as proposed, the INSPQ will no longer exist. Other entities will take over its functions. However, no details are provided concerning the continuity of certain INSPQ mandates and their level of priority.

The Protecteur du citoyen is concerned about the possible repercussions for the INSPQ’s social mandates, including social and psychosocial research. It draws the Commission’s attention to this issue.

Coordination of organ donations

Currently, Transplant Québec coordinates the organ donation process. The bill will entrust this task to Héma-Québec. A rigorous transfer of responsibility and expertise must therefore be arranged. However, no indications are given in this regard in the bill. The Protecteur du citoyen is concerned about this lack of planning.
