On February 6, 2024, Ombudsperson Marc-André Dowd sent a letter to the National Assembly’s Committee on Citizen Relations. In it, he commented on Bill 46 – Act to improve the protection of children receiving educational childcare services.
The Ombudsperson endorses the Bill’s goal, which is to increase the safety of children attending educational childcare services. It is also happy to see that some of the proposed measures are aimed at beefing up the Ministère de la Famille’s power to intervene, which would enable the Department to act in a timely manner.
To enhance the Bill under consideration, the Ombudsperson made two recommendations for:
- Preventing reprisal against people who, in good faith, file a complaint with the minister or cooperate in an inspection or investigation involving a situation in educational childcare services.
- Guaranteeing that, for certain childcare workers, the process for verifying their information makes it possible for them to complete their file if they so wish.
