On February 6, 2024, Québec Ombudsman Marc-André Dowd sent a letter to the National Assembly’s Committee on Citizen Relations. In it, he commented on Bill 46 – Act to improve the protection of children receiving educational childcare services.
The Québec Ombudsman endorses the Bill’s goal, which is to increase the safety of children attending educational childcare services. It is also happy to see that some of the proposed measures are aimed at beefing up the Ministère de la Famille’s power to intervene, which would enable the Department to act in a timely manner.
To enhance the Bill under consideration, the Québec Ombudsman made two recommendations for:
