Reaction to Bill 45

On March 27, 2024, Québec Ombudsman Marc-André Dowd sent a letter to the National Assembly’s Committee on Land and the Public Domain. In it, he commented on Bill 45 – Act to amend the Act respecting safety in sports mainly to better protect the integrity of persons in recreation and sports.

While he endorses the purpose of Bill 45, the Québec Ombudsman feels that the role of the recreation and sports integrity ombudsman, a position to be created under the Bill, must be fleshed out.

In his letter, Mr. Dowd made six recommendations, among other things, aimed at:
