Intervention report concerning Centre hospitalier régional de Lanaudière

The Protecteur du citoyen received a report concerning violation of the rights of users hospitalized on units 4C and 4D of Centre hospitalier régional de Lanaudière of Centre intégré de santé et de services sociaux (CISSS) de Lanaudière. These are long-term mental health hospitalization units, the mission of one of which is rehabilitation.

The report pointed to the employees' punitive attitude towards the users and inadequate application of means of control and protocols for the access of users to their personal belongings.

Given the information brought to its attention, the Protecteur du citoyen decided to carry out an intervention to ensure that the users’ basic rights are upheld.

The investigation showed that the allegations were true for the most part. The Protecteur du citoyen made seven recommendations that the CISSS accepted. The Protecteur du citoyen will monitor their implementation closely.
