Intervention report concerning Centre hospitalier régional de Lanaudière
The Québec Ombudsman received a report concerning violation of the rights of users hospitalized on units 4C and 4D of Centre hospitalier régional de Lanaudière of Centre intégré de santé et de services sociaux de Lanaudière (CISSS). These are long-term mental health hospitalization units, the mission of one of which is rehabilitation.
The report pointed to the employees' punitive attitude towards the users and inadequate application of means of control and protocols for the access of users to their personal belongings.
Given the information brought to its attention, the Québec Ombudsman decided to carry out an intervention to ensure that the users’ basic rights are upheld.
The investigation showed that the allegations were true for the most part. The Québec Ombudsman made seven recommendations that the CISSS accepted. The Québec Ombudsman will monitor their implementation closely.
