The Québec Ombudsman espouses the principle and purpose of health and social services legislation, which is to promote access for all to health services of the best possible quality, regardless of the ability to pay.

In the formal opinion it transmitted to the Committee on Health and Social Services, the Québec Ombudsman addressed the following subjects: accessory costs for insured services, the operating costs of doctors’ offices and medical clinics, uninsured services, delisted services and services that are not provided by the physicians themselves. It also raised financing issues.
