In September 2019, the Commission on relations between Indigenous Peoples and certain public services in Québec: listening, reconciliation and progress (CERP in French), also known as the Viens Commission, tabled its report containing 142 calls for action. Call to Action No. 138 recommended that the government mandate the Protecteur du citoyen to assess and monitor implementation of the calls for action until they are fully achieved.
In 2021, the Protecteur du citoyen announced its new mandate. The team responsible for follow up is part of our Direction des enquêtes et mandats spéciaux et de l'évaluation des services publics aux Premières Nations et Inuit.
Situation report
On November 6, 2025, the Protecteur du citoyen published a situation report on the implementation of the calls for action of the CERP. It presents its findings regarding First Nations and Inuit rights in public services around four themes: cultural safety, linguistic rights, overall issues, self-determination and reconciliation.
1st follow-up report
On October 4, 2023, the Protecteur du citoyen published its first follow-up report. It presents an overview of how the measures for implementing the Viens Commission’s calls for action, primarily those by the Québec government, are progressing.

Advisory Circle
An Advisory Circle helps the Protecteur du citoyen assess follow-up to the calls for action. It is made up of First Nations and Inuit organization representatives in the sectors covered by the CERP.
In 2024, the members of the Advisory Circle are:
- The Assembly of First Nations of Quebec and Labrador (AFNQL);
- Makivvik Corporation;
- The Cree Nation Government;
- First Nations of Quebec and Labrador Health and Social Services Commission (FNQLHSSC);
- The Regroupement des centres d'amitié autochtones du Québec (RCAAQ);
- Quebec Native Women (QNW);
- Native Para-Judicial Services of Quebec (SPAQ).
