The Québec Ombudsman’s report on implementation of the Act to facilitate the disclosure of wrongdoings relating to public bodies

The Act to facilitate the disclosure of wrongdoings relating to public bodies came into force on May 1, 2017. On May 28, 2020, the Québec Ombudsman released a report in which it took stock of the implementation of the Act.

Findings

The Québec Ombudsman considers that several aspects of the Act must be reviewed and amended. In its report, it made 21 recommendations, mainly to strengthen protection against reprisal. It also feels that the role of officers responsible for dealing with disclosures should be changed. As the Québec Ombudsman sees it, they should now act as respondents.
