The Protecteur du citoyen is investigating the use of artificial intelligence (AI) and computer algorithms in Québec public services. To this end, the Protecteur du citoyen is inviting researchers, organizations and people with relevant expertise to submit a brief.
Briefs must focus on government services provided directly to the public and address one of the following topics:
- Current governance and oversight
- The assessment and mitigation of associated risks, specifically in the context of public services
- The effectiveness of measures taken to date to ensure that people’s rights are respected
- Actual or potential benefits and harms
These briefs will inform the Protecteur du citoyen’s ongoing analysis and help identify risks, harms and potential solutions, while improving public services.
Guidelines:
- The brief must be written in letter size (21.59 cm x 27.94 cm or 8½ in. x 11 in.).
- The brief must not exceed 20 pages. If it is more than 10 pages long, a summary of no more than one page must be included.
Deadline for submitting briefs: July 15, 2026, by email only (memoires.ia@protecteurducitoyen.qc.ca).

It can also investigate, on its own initiative, systemic issues that are likely to affect a large number of citizens.
