Reaction to the draft Regulation respecting surgical services

On September 26, 2025, the Ombudsperson, Marc-André Dowd, sent a letter to the President and Chief Executive Officer of Santé Québec, Geneviève Biron. In this letter, he comments on the draft Regulation respecting surgical services.

According to this draft regulation, certain important information must be transmitted to the persons registered on the waiting list for surgical services. Section 3 specifies that technological means of communication (email, text messages, etc.) must be prioritized.

The Protecteur du citoyen is concerned about this specification. According to the Protecteur du citoyen, it may give the impression that other means of communication cannot be used. Some people do not have access to the Internet or the required equipment. Others have difficulty with technological tools. It is important not to forget them.

The Protecteur du citoyen recommends that Section 3 be improved so that various means of communication are proposed to the persons concerned. They thus may choose the one that best suits them.
