On September 30, 2021, Québec Ombudsperson Marie Rinfret sent the Committee on Citizen Relations a brief about Bill 101, Act to strengthen the fight against maltreatment of seniors and other persons of full age in vulnerable situations as well as the monitoring of the quality of health services and social services.
Ms. Rinfret endorses this Bill. In her opinion, it demonstrates a genuine desire to protect vulnerable people and to ensure their well-being. However, the Québec Ombudsperson has certain concerns. She made twelve recommendations in order to:
- Better prevent maltreatment in health institutions;
- Help victims report maltreatment;
- Define how to file a reprisal complaint;
- Increase the accountability of the highest authority within health institutions.
