Intervention report concerning Centre intégré de santé et de services sociaux des Laurentides and the Curateur public du Québec


The Québec Ombudsman received a report about shortcomings in the quality of the care and services provided at Résidence le Geai bleu inc., which houses people who receive services from Centre intégré de santé et de services sociaux (CISSS) des Laurentides. Some of these residents are represented by the Curateur public du Québec.


The investigation by the Québec Ombudsman did not reveal situations in which residents’ integrity was violated, but it showed very clearly that the residence had limitations regarding supervision.

While Geai bleu inc. meets a genuine residential need in the Laurentides region, it has no status under the Act respecting health services and social service. Moreover, it does not have the human and financial resources needed to fully meet the needs of the people who live there.

The CISSS’s responsibilities

The CISSS must ensure that there are quality standards and the required services in the various residential facilities to which it refers people. However, for such partnerships there must first be formal contractual ties between the parties concerned so as to prevent any ambiguity concerning service provision.

That is why the Québec Ombudsman made recommendations to CISSS des Laurentides. It also made a recommendation to the Ministère de la Santé et des Services sociaux and to the Curateur public du Québec.
