    Following amendments to the Act respecting health services and social services, which came into force on June 14 of this year, participants in medical research can now benefit from the complaint examination process.
    The Québec Ombudsman therefore has the power, in second instance, to receive and deal with the complaints of participants in research projects, and those of their heirs or legal representatives.

    The Québec Ombudsman's services are accessible not only to natural persons, but also to enterprises. Because the Banque de développement économique du Québec and its subsidiaries will offer direct services to enterprises, the Québec Ombudsman considers that they should be subject to its jurisdiction, which is not the case in the current version of the bill.

    The Québec Ombudsman supports the provisions concerning the new powers granted to the Registrar of Civil Status in matters of issuing a certificate of change of designation of sex and an act of death.     The Québec Ombudsman commends the desire to update the chartered administrators' Code of Ethics and strengthen their duties and obligations in order to improve the protection of the public and has issued recommendations to ensure that the proposed amendments achieve this objective.

    Today the Québec Ombudsman is releasing a report on the organization of emergency response services for accidents that occur off-road. Most problems stem from the fact that accessibility to ambulance services stops where the road system stops. The Québec Ombudsman's recommendations are aimed at saving as many lives as possible and reducing the risk of permanent disabilities in off-road accident survivors, especially in isolated areas.

    Today, the Members of the National Assembly unanimously re-appointed Raymonde Saint-Germain Québec Ombudsperson for a second five-year term of office.
    Ms. Saint-Germain has been the Québec Ombudsperson since April 2006. Her investiture coincided with the expansion of the institution's responsibilities to include second-recourse reception and processing of citizen complaints in the health and social services sector.
