Draft Regulation to amend the Regulation respecting the selection of foreign nationals
The Québec Ombudsman is responding to this draft Regulation, which provides that applications for a Québec selection certificate as a skilled worker must be filed by Internet from now on.
Although it subscribes to the draft Regulation's objectives, which are to facilitate the filing of applications for a Québec selection certificate and favour more efficient processing, the Québec Ombudsman is concerned about the obligation to use the Internet, excluding any other method, to submit these applications.
It therefore recommends adding to the draft Regulation the possibility of submitting applications for a Québec selection certificate by mail. In this way, foreign nationals who wish to immigrate to Québec but do not have access to the Internet or to a fast enough Internet service to download the required documents, will be able to submit their applications.
