In a letter to the Minister of Health and Social Services, the Ombudsperson reiterated the importance of full accountability by all Québec institutions that provide end-of-life care.

She therefore recommended that the draft regulation specify that the information on the number of refused requests for medical aid in dying  and the reasons for the refusals be forwarded to the Commission sur les soins de fin de vie by the institutions. In its current form, the draft regulation makes no mention of refused requests for end-of-life care and refers only to the end-of-life care administered.

The Québec Ombudsman holds that compiling this information would allow the Commission to prepare an in-depth annual report and a more complete five-year report.
