Draft Regulation respecting the certification of private seniors’ residences
In a letter to the Minister of Health and Social Services, the Ombudsperson noted that in its current form, the draft regulation could lead to lowering of quality standards within some categories of private seniors’ residences. She went on to point out that the easing of standards and requirements must never occur at the expense of user protection.
Consequently, she made three recommendations, in particular, concerning the categories of residences, supervision and training requirements for all care attendants, and temporary certificates of compliance.
In 2012, the Québec Ombudsman published a brief on this subject within the framework of the consultations on Bill 16.
