Bill 77 – Québec Immigration Act
The Québec Ombudsman sent its comments concerning Bill 77 (Québec Immigration Act) to the Committee on Citizen Relations.
The Ombudsperson subscribes to the general principles of the bill, which proposes reform of Québec’s immigration system.
However, she notes that the bill in its current form makes no mention of an internal administrative review mechanism for candidates dissatisfied by a decision of refusal by the Department. Consequently, she recommended an addition to the Act to provide for a formal administrative review process. This process would be a prerequisite for recourse for all immigration classes in contesting a refusal before the Administrative Tribunal of Québec.
