In a letter to André Bachand, the Chair of the Committee on Institutions, Ombudsperson Marie Rinfret commented on Bill 55, Act to amend the Civil Code, in particular to make civil actions for sexual aggression, violence suffered during childhood and spousal violence imprescriptible. 

This Bill responds fully to the Ombudsman’s recommendations and concerns in her formal opinion on the subject published in 2017. Thanks to the abolition of any time limit on civil actions for sexual assault, violence suffered during childhood and spousal violence, every victim will be treated fairly from now on.

The Ombudsperson will remain attentive to the measures taken to implement Recommendation 4 of her formal opinion, aimed at informing victims and advocacy groups about these legislative amendments. Ms. Rinfret will also be following with interest the announced reform of the Crime Victims Compensation Act, which she feels must be aligned with Bill 55. The abolition of time limits must also be reflected in the crime victim compensation system.
