Bill 27 – Act respecting mainly government organization as regards the economy and innovation

In a letter to the Committee on Labour and the Economy, the Québec Ombudsman commented on an aspect of Bill 27, Act respecting mainly government organization as regards the economy and innovation.

It speaks out about the projected merger of certain activities of the Ministère de l’Économie et de l’Innovation and of Investissement Québec. Under the Public Protector Act, the Department is subject to the jurisdiction of the institution, whereas Investissement Québec is not. Therefore, if the merger occurs, activities currently carried out by Department staff will no longer be within the Québec Ombudsman’s purview.

Considering the nature of these activities, their expansion and the fact that Investissement Québec offers several services directly to citizens, it appears crucial that people who are harmed have access to the free and independent redress which is at the core of the Québec Ombudsman’s mission.

As a result, the Québec Ombudsman recommends that the bill be amended so that Investissement Québec and its subsidiaries are subject to the institution’s jurisdiction, pursuant to the Public Protector Act.
