Bill 157 – Act to constitute the Société québécoise du cannabis, to enact the Cannabis Regulation Act and to amend various highway safety-related provisions

In a letter to the Committee on Health and Social Services, the Québec Ombudsman commented on a specific aspect of Bill 157 – Act to constitute the Société québécoise du cannabis, to enact the Cannabis Regulation Act and to amend various highway safety-related provisions.

The Québec Ombudsman considers it worrisome to see that the prohibitions regarding possession in certain places, provided for in the Cannabis Regulation Act, do not apply to intermediate resources, community organizations or rehabilitation centres for young people with addictions or adjustment problems.

This omission seems to be inconsistent with the purpose of the Cannabis Regulation Act, set out in section 1, which is to "prevent and reduce cannabis harm in order to protect the health and security of the public and of young persons in particular."

This is why the Québec Ombudsman made a recommendation so that resources offering residential services to minors with addictions or adjustment problems be included on the list of places where everyone is prohibited from possessing cannabis.
