Bill 150 – Act respecting mainly the implementation of certain provisions of the Budget Speeches of 17 March 2016 and 28 March 2017
In a letter to the Committee on Public Finance, the Québec Ombudsman made recommendations on certain specific aspects of Bill 150 – Act respecting mainly the implementation of certain provisions of the Budget Speeches of 17 March 2016 and 28 March 2017.
Provisions of the Bill dealing with the repeal of the Act respecting the Health and Welfare Commissioner
The Bill provides that the functions of the Health and Welfare Commissioner would be transferred to the Institut national d’excellence en santé et en services sociaux (INESSS). However, the Bill does not provide for maintenance of the Consultation Forum, made up of citizens from all regions of Québec and health and social services experts. The Québec Ombudsman recommended that the Forum, vested with an important social mission, continue to exist and that INESSS be made to consult it.
Provisions of the Bill concerning the seizure of an automobile due to the non-renewal of a driver’s licence
The Québec Ombudsman also recommended that the Bill be amended so that non-renewal of an expired driver’s licence not be grounds for seizure of a vehicle.
