Bill 130: Additional recommendation
In February 2017, the Québec Ombudsman commented on Bill 130 – Act to amend certain provisions regarding the clinical organization and management of health and social services institutions. In light of the Act to facilitate the disclosure of wrongdoings relating to public bodies, which came into force on May 1, 2017, and which assigns new functions to the Québec Ombudsman, it is now making an additional recommendation.
The Québec Ombudsman recommends that joint procurement groups, which supply the health and social services network, be subject to the Act to facilitate the disclosure of wrongdoings relating to public bodies.
By making joint procurement groups subject to the Act, public integrity will be strengthened because of the assurance that disclosures concerning wrongdoings committed within or relating to these groups will be investigated independently.
