  • July 6, 2021

The disclosure

The Québec Ombudsman received a disclosure of wrongdoings involving a public body. A scheme to increase the remuneration offered to a future employee was allowed by a person in a position of authority. This increase was against the applicable salary scale rules.

What the investigation showed

The Québec Ombudsman concluded that a scheme had indeed been concocted that constituted misuse of public funds. Furthermore, the investigation showed that four members of the staff had been given an advantage because of the wrongdoings concerned. Unworked overtime had been added to their basic salary. The resulting increase was an incentive to recruit them or to keep them in the public body’s employ.

The outcome

The Québec Ombudsman made four recommendations to the public body with a view to abolishing such practices.
