The disclosure
The Protecteur du citoyen received a disclosure about a family medicine group (FMG) decision-maker who allegedly committed a wrongdoing in order to obtain funding.
What the investigation showed
- The Protecteur du citoyen’s investigation showed that wrongdoing had indeed occurred.
- The person who committed the wrongdoing wanted the FMG to have an attendance rate of 80%—a requirement to qualify for the FMG funding program. Even though the FMG was not authorized to count patients’ visits to the emergency section of a CLSC as FMG visits, this was done anyway.
- Furthermore, a piece of equipment was purchased by the institution (CISSS) responsible for the care and services offered by the FMG, even though the FMG had the funds needed to procure this medical device.
- These practices constituted misuse of public funds.
The outcome
The Protecteur du citoyen made five recommendations to the FMG and the CISSS. Their implementation is underway.
