Disclosure of a case of gross mismanagement within a college

The disclosure

A person felt that he/she had witnessed gross mismanagement within a college. The person complained to the Québec Ombudsman.

The context

  • A person considered that wrongdoing had occurred within a college. The complainant reporting seeing gross mismanagement during the hiring process and an unhealthy work environment.

What the investigation showed

  • The investigation confirmed gross mismanagement and abuse of authority.
  • Members of the institution’s management and staff gave preference to certain job applications and excluded others. On several occasions, job requirements in postings were altered to fit certain incoming applications. The purpose was to give an edge to external candidates or general education teachers. This meant that continuing education teachers were penalized.
  • Management also tolerated conflictual behaviour or bullying by certain employees. In so doing, the directors fuelled a tense and harmful work environment.

The outcome

The Québec Ombudsman made recommendations to the institution aimed at the fair treatment of all staff members during the hiring process. Their purpose was also to strengthen the rules of ethics and restore a healthy work environment.

The institution, which cooperated throughout the investigation, accepted our recommendations.
