The Québec Ombudsman was informed about deficiencies in the care and services at a community-type residential resource. The report concerned Elder’s Home of Ungava Tulattavik Health Center, located in Kuujjuaq. The Québec Ombudsman intervened.
Findings
The Québec Ombudsman saw that Elder’s Home’s staff were dedicated. Moreover, the institution had already taken measures to correct certain deficiencies, notably concerning upkeep of the premises. However, the investigation showed that there were several other shortcomings, including the following:
- When opiates (morphine, for example) were administered, the level of monitoring was not always adequate;
- The nurses did not always carry out a complete assessment of service users’ pain;
- Certain staff felt that they were not sufficiently equipped to provide tracheotomy care;
- The accident/incident form was not always in the file of the person concerned.
The Québec Ombudsman made 10 recommendations to Tulattavik Health Center, all of which were accepted. The Québec Ombudsman will see to it that they are properly implemented.
