Intervention report concerning Résidence Ensemble S.E.N.C., an intermediate resource
The Québec Ombudsman received a report describing failings in the quality of care, supervision and services provided at Résidence Ensemble S.E.N.C., an intermediate resource located in the Laurentides region. The resource admitted 18-to-30 year-olds with a severe or moderate intellectual disability.
Given the gravity of the events reported, the Québec Ombudsman decided to intervene and made an unannounced visit to the resource. The very next day, Centre intégré de santé et de services sociaux (CISSS) des Laurentides severed its contractual ties with Résidence Ensemble S.E.N.C., which then closed down.
The investigation by the Québec Ombudsman confirmed that the report was substantiated and unearthed major problems, especially concerning client population pairing, how the institution was set up, and the quality of follow-up by the CISSS.
The Québec Ombudsman made six recommendations to the CISSS, which pledged to implement them as soon as possible.
