Intervention report concerning Institut universitaire en santé mentale de Montréal

The Québec Ombudsman received a report condemning situations of violation of users' rights and deficient care and service quality at Institut universitaire en santé mentale de Montréal. According to the reporters, isolation practices potentially harmful to users had occurred on the psychiatric intensive care unit in particular.

The Québec Ombudsman decided to intervene to ensure that the institution promotes practices respectful of users' rights, sees to the proper application of these practices and has infrastructure that enables safe care provision.

The investigation by the Québec Ombudsman revealed deficiencies, especially in the unsafe design of isolation rooms and in the implementation of the protocol on applying means of control such as isolation.

The Québec Ombudsman made seven recommendations to Institut universitaire en santé mentale de Montréal, which pledged to act on them as soon as possible.
