Intervention report concerning Domaine La Marguerite, a private seniors’ residence
The Québec Ombudsman received a report about various problems at a private seniors’ residence, Domaine La Marguerite, located in Rimouski.
The investigation revealed the following failings which gave rise to recommendations by the Québec Ombudsman:
- Police record checks of the personnel incomplete;
- Unsafe access for people with reduced mobility;
- Mismanagement of a scabies outbreak.
The residence did not act on the Québec Ombudsman’s recommendations. The Québec Ombudsman also noted a lack of promptness and follow-up by the authorities in charge of the Centre intégré de santé et de services sociaux (CISSS) du Bas-Saint-Laurent, to which Domaine La Marguerite reports. It therefore made three recommendations which the CISSS pledged to implement.
Further to the investigation it conducted, the Québec Ombudsman was informed that CISSS du Bas-Saint-Laurent had carried out an inspection prompting it to undertake non-renewal of the residence’s certificate of compliance. The people who live there will be relocated to other residences.
