Intervention report concerning Centre intégré universitaire de santé et de services sociaux du Centre-Sud-de-l’Île-de-Montréal
The Québec Ombudsman received a report concerning the hasty transfer of a person to a new residential resource when, in fact, the situation did not seem to warrant such speed. This person with an intellectual disability was very affected by these changes that occurred without his being suitably prepared for them.
The investigation by the Québec Ombudsman revealed failings regarding:
- Finding and choosing a new residential environment;
- Support for the user and planning the transition.
Despite being promptly informed of the resource’s imminent closure, the user was only told the time of his move and where he was moving to a few hours before it happened. At the same time, he was told that he would not be returning to the work station where he had worked full-time for five years.
The investigation revealed shortcomings that could have been prevented had the pairing procedure and review of the intervention plan been applied in accordance with what is expected.
The Québec Ombudsman therefore concluded that the report was substantiated and made recommendations to Centre intégré universitaire de santé et de services sociaux du Centre-Sud-de-l’Île-de-Montréal in order to prevent the future occurrence of such situations. The CIUSSS committed to implementing the Québec Ombudsman’s recommendations.
