Intervention at CHSLD Jean XXIII inc.
The Québec Ombudsman received reports concerning the quality of care, services and the environment at C.H.S.L.D. Jean XXIII inc., a non-contractual residential and long-term care centre (CHSLD) located in the Montréal region.
The investigation by the Québec Ombudsman revealed several shortcomings. Moreover, the CHSLD had not implemented the recommendations and instructions for improvements from the Ministère de la Santé et des Services sociaux, from the service quality and complaints commissioner of Centre intégré universitaire de santé et de services sociaux (CIUSSS) de l’Est-de-l’Île-de-Montréal, as well as from an external consultant.
The Québec Ombudsman made recommendations to the CHSLD, to CIUSSS de l’Est-de-l’Île-de-Montréal and to the Department. In recommended in particular that the Department re-examine the merits of maintaining the CHSLD’s permit if there is no satisfactory improvement of the situation.
The Québec Ombudsman was informed that the CHSLD residents have been relocated by CIUSSS de l’Est-de-l’Île-de-Montréal. The Department also informed the Québec Ombudsman that it has taken steps to revoke the CHSLD’s permit. The Québec Ombudsman remains alert to the implementation of the recommendations made.
